Program Officer, Malaria
General Summary/Purpose
The Program Officer provides technical, programmatic, and administrative assistance to one or more programs and center-wide initiatives. This position will primarily support the Breakthrough ACTION project’s (https://breakthroughactionandresearch.org/) malaria portfolio, which advances priority issues in malaria social and behavior change at a global level. The Program Officer serves as a project’s consistent link between headquarters and other locations (domestically or internationally), and provides the day-to-day problem solving, technical input, writing and editing, and procurement processing programs require. The Program Officer will travel internationally to deliver short-term technical assistance (STTA) with direction, and independently contributes to technical work in areas of their expertise.

Specific Duties & Responsibilities
Essential Duties and Responsibilities include the following.

Program Management
- Manage project backstopping, independently
- Be an integral member of the malaria team at CCP, participating actively in team meetings and in malaria technical discussions
- Format, edit and produce documents and presentations as needed
- Contribute to work plans, reports and budgets
- Act as liaison for consultant activities, ensuring statement of work, contract and deliverables are in place
- Initiate, track and monitor procurements, contracts, work plans and other administrative and programmatic documents
- Work closely with finance and administrative staff to ensure timely and compliant spending
- Maintain frequent, open, ongoing communication with program team members in all locations (offsite, in headquarters, and internationally)
- Liaise with internal and external partners
- Adhere to JHU, CCP and donor rules, regulations and policies
- Upload and save deliverables on relevant knowledge management platforms
People Management
- May independently manage work of student employees
- Assist in orienting and training new staff members
- May manage group work with support, including task coordination and management
- This position has no assigned supervisory duties
Technical Work
- Contribute to malaria and/or social and behavior change technical work, including strategies, toolkits, online how-to guides, communication materials, scripts, job aides, websites, independently.
- Gather, summarize, synthesize relevant background information to inform the above technical work
- Seek out and use tools, processes, best-practices and colleague review to ensure all products and documents are of the highest quality possible
- Write or develop content for technical products, obtain feedback, and make necessary revisions to finalize
- Support group work efficiently and effectively, consistently following-up with team members to ensure work for a specific activity is on track
- When leading or contributing to malaria work plan activities, ensure expectations as outlined in the approved work plan are met, such that all technical components are developed as promised and deadlines are met
- Contribute to in-country STTA, including trainings, workshops, and program support, with direction
- Actively participate in, and manage, malaria groups and discussions on the Springboard for SBC (https://springboardforsbc.org/) online networking platform, as well as Compass for SBC (https://springboardforsbc.org/page/compass), a curated repository of resources.
Professional and Organizational Growth
- Contribute to writing Success Stories, blog posts, and other formats to tell the story about program accomplishments
- Contribute to center-wide initiatives, independently
- May include brown bags, communities of practice, etc.
- Contribute to proposal development (technical, budget, coordination) with direction
- Represent JHU and CCP at relevant external meetings and events
- May include delivering technical presentations, networking and relationship building
- Stay abreast of technical updates in your field
- Professionally engage and collaborate with other programs across the Center
- Proactively seek opportunities to expand leadership and management skills
- Complete at least two JHU training courses related to job duties per year.
- Request or initiate quarterly check-in meetings with supervisor to assess performance, strengths and areas for improvement in your current position, and establish professional goals
- Work with senior staff and peers to identify opportunities for professional development, including JHU courses and seminars, conferences, etc.
Occasional domestic & international travel required.
Minimum Qualifications (Required)
Master’s degree (M.A., MHS, MPH).
Three (3) years related experience.
Additional relevant experience and/or training may substitute for some education.
Preferred Qualifications
Experience in working on malaria, global health, social and behavior change, and/or community health worker programs is preferred, as is experience backstopping international public health programs. International experience preferred. Foreign language abilities preferred.

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.
The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
